A technical report is "a document that describes the process, progress, or results of technical or scientific research or the state of a technical or scientific research problem." In short, technical reports describe experiments in detail.
Many technical reports are produced by funding agencies, such as EPA, DOE, NASA, and many others.
Technical reports are not peer reviewed, but they often provide current research findings in specific study areas. They later can be published in journals or conference proceedings.
