MSU Libraries has negotiated open access agreements (also known as transformative or Read and Publish agreements) which provide MSU authors the opportunity to publish open access without needing to pay an article processing charge (APC). 

Another option for MSU authors is to self-archive author accepted manuscripts (AAMs) in the library's open access repository, Scholar's Junction.

MSU corresponding authors can publish an unlimited number of OA articles free of charge in any of ACM's publications, including journals, conference proceedings, and magazines. To be eligible, corresponding authors must use their NetID@msstate.edu email address when submitting their work. This agreement is current through June 2026.

Under this agreement, MSU corresponding authors can publish in most hybrid or gold OA CUP journals. The agreement is capped at 11 APCs per calendar year for the MSU campus, and resets each calendar year. This agreement is current through December 2025.

MSU corresponding authors may publish an unlimited number of OA articles the Company of Biologist's hybrid and gold OA journals:

Development, Journal of Cell Science, Journal of Experimental Biology, Disease Models & Mechanisms, and Biology Open. This agreement is current through December 2025.

Under this consortial agreement between Mississippi Institutions of Higher Learning, MSU corresponding authors can publish open access in Elsevier’s hybrid journals. The agreement is capped for MSU authors at 141 APC’s for 2025, and the number of available APCs increases by 3% for each year of the agreement.
